Bahrain’s Ministry of Works has opened bidding for advisory services on the Northern Link Road, a major public-private partnership (PPP) project, with three of the world’s largest professional services firms—KPMG, EY, and PwC—confirmed to have submitted proposals. The competitive tender marks an early but critical stage in the kingdom’s push to bring private capital into one of its key transportation infrastructure schemes.

The Northern Link Road is being positioned as a significant addition to Bahrain’s road network, intended to improve connectivity between important areas of the kingdom and ease pressure on existing highway corridors. While the ministry has not disclosed full technical or financial details of the project, its designation as a PPP signals that private sector partners will be expected to share in the development, financing, and long-term operation of the highway rather than the government bearing the full cost and risk alone.

Whichever firm is ultimately selected from the three bidders will play an outsized role in shaping how the project moves forward. The advisory mandate is expected to cover structuring the deal, allocating risk between public and private partners, designing the procurement process, and building financial models that will be used to attract investors and lenders. These early decisions typically determine how bankable a project appears to the private sector and how favorable the terms end up being for the government over the life of the concession.

The involvement of three Big Four-adjacent firms in the bidding process underscores the scale and complexity anticipated for the Northern Link Road. Such advisory contracts are often precursors to larger, multi-stage tenders in which construction companies, infrastructure funds, and operators later compete for the actual delivery and management of the asset. Bahrain’s ministry has not yet indicated a timeline for selecting the winning advisor or for launching the subsequent tender aimed at private sector developers and operators.

Regional Infrastructure Push

The Northern Link Road tender fits into a wider pattern across the Gulf, where governments are increasingly turning to PPP structures to fund transportation and connectivity projects without placing the full fiscal burden on state budgets. As GCC economies pursue diversification strategies away from hydrocarbon revenues, infrastructure that supports trade, logistics, and urban mobility has become a priority for both national planning agendas and private investors seeking stable, long-term returns.

For Bahrain specifically, upgrading road infrastructure carries added importance given its role as a logistics and financial hub linking the wider Gulf region, including neighboring Saudi Arabia via the King Fahd Causeway. Improved internal connectivity through projects like the Northern Link Road could support smoother movement of goods and people, reinforcing the kingdom’s positioning within regional trade corridors.

The tender also reflects growing confidence among global advisory firms in Gulf infrastructure markets, where PPP frameworks have matured in recent years across sectors including power, water, and transportation. Success in advising on Bahrain’s project could serve as a reference point for similar mandates elsewhere in the region, as GCC states continue to explore private capital as a tool for delivering large-scale public infrastructure.

Further details on the project’s cost, expected completion timeline, and the structure of the eventual private sector tender are expected to emerge once the advisory contract is awarded and structuring work begins.
