Abu Dhabi developer Eagle Hills is heading into Syria, and the deal is big. The company has signed a framework agreement with the Syrian government for two major residential and tourism projects, one in Damascus and one in the coastal city of Latakia. For UAE and GCC investors watching how the region’s biggest developers are reading new markets, this is a signal worth paying attention to.

What exactly is Eagle Hills building, and why does it matter for GCC real estate watchers?

The Damascus scheme is the headline number here: an 11,000-home residential and tourism development. That’s a massive undertaking by any standard, and it places Eagle Hills firmly at the centre of Syria’s reconstruction and property push. The second project, in Latakia, is called Latakia Yachts & Marina. It’s planned as a deep-water marina and yacht club, the kind of lifestyle asset that usually signals a city is positioning itself for tourism and leisure money, not just housing. Some reports referred to this Latakia project as “Eco Life,” and its own website lists a similar mix of offerings.

No total investment figure has been disclosed yet, so it’s too early to put a dollar value on the deal. But the scale of the Damascus project alone, 11,000 homes, tells you this isn’t a small pilot. For a developer like Eagle Hills, known across the UAE and wider real estate news cycle for large master-planned communities, moving into Syria represents a meaningful bet on the country’s longer-term rebuilding.

Who signed the deal, and what does the political backing tell us?

This wasn’t a quiet corporate handshake. The agreement was signed at the People’s Palace in Damascus on October 5, with Syria’s ministries of Public Works and Housing, and Tourism, on one side of the table. President Ahmad Al Shara attended the signing in person. On the Eagle Hills side, founder and chairman Mohamed Alabbar was present too.

That level of government attendance usually signals that a deal has strategic weight beyond just bricks and mortar. When a head of state shows up for a property framework agreement, it suggests Damascus sees this as part of a bigger push to attract foreign developers and capital back into the country. For Eagle Hills, a company headquartered in Abu Dhabi, it also extends the brand’s footprint well beyond the UAE and into a market that’s been largely closed to major Gulf developers for years.

It’s worth being clear about what this agreement is, and isn’t, at this stage. It’s a framework deal, which typically lays out the intention and broad terms for a project rather than locking in every financial and construction detail. Total investment hasn’t been made public, and plenty of specifics, like exact unit types, pricing, and construction timelines, are likely still being worked out. For now, what’s confirmed is the scope: two projects, two cities, and one of the largest residential numbers tied to a single development announcement in the region this year.

So what should UAE and GCC readers take from this? First, it’s a reminder that Gulf developers aren’t just building at home, they’re increasingly looking at markets reopening after conflict or isolation, where early movers can shape how a city’s skyline and tourism sector develop for decades. Second, the marina project in Latakia hints that Syria’s coast is being positioned for leisure and yacht tourism, not just reconstruction housing, which could eventually open doors for GCC travellers and investors looking at holiday property abroad. What comes next will be the real test: whether the framework agreement converts into firm construction contracts, disclosed investment figures, and actual groundbreaking on the ground in Damascus and Latakia.
