Dubai-based lawyer Irina Heaver has been named among the Top Women of Influence 2026 by Inc. Arabia, a recognition announced by her firm, NeosLegal. The listing places Heaver, who has built a practice around cryptocurrency and blockchain law in the United Arab Emirates, alongside other regional figures identified by the publication as shaping business and industry across the Gulf.

NeosLegal, the firm through which Heaver practices, confirmed the recognition in a statement announcing her inclusion on the list. Inc. Arabia’s Top Women of Influence rankings are compiled annually to highlight women considered to have made significant contributions to their sectors across the region, spanning industries from finance and technology to law and entrepreneurship.

Crypto Law’s Rising Profile in the Emirates

Heaver’s recognition comes as the UAE continues to position itself as a global hub for digital assets and blockchain innovation. Dubai and Abu Dhabi have each established dedicated regulatory frameworks for virtual assets in recent years, drawing crypto exchanges, blockchain startups and fintech firms seeking regulatory clarity that is often unavailable in other jurisdictions. Legal specialists focused on crypto and digital asset matters have consequently become increasingly prominent figures in the UAE’s business and legal communities.

The inclusion of a crypto-focused lawyer on a list traditionally dominated by executives from banking, retail, and traditional industry sectors reflects the growing mainstream acceptance of digital asset law as a distinct and influential practice area in the Gulf. As regulators in Dubai, Abu Dhabi Global Market, and the wider UAE continue refining rules around virtual assets, tokenization, and blockchain-based financial products, lawyers navigating this space have taken on a more visible role in advising both regional and international clients operating in the sector.

For NeosLegal, the recognition of one of its lawyers on the Inc. Arabia list serves as further validation of the firm’s positioning within the UAE’s legal services market, an industry that has expanded alongside the country’s push to diversify its economy and attract technology-driven businesses. The UAE’s broader strategy of cultivating a business-friendly environment for emerging industries, including crypto and blockchain, has created demand for legal expertise capable of bridging traditional regulatory frameworks with the fast-evolving digital asset sector.

Industry observers note that recognitions such as the Top Women of Influence list can carry weight beyond individual accolades, often serving as indicators of which sectors and professionals are gaining traction within the region’s business ecosystem. As the UAE and wider GCC continue to court international investment in fintech, blockchain, and digital assets, the visibility of specialists like Heaver may also signal to global companies and investors that the region’s legal infrastructure is maturing alongside its regulatory ambitions.

Neither Inc. Arabia nor NeosLegal has released further details regarding the full 2026 list of honorees or the specific criteria used in the selection process. The announcement nonetheless underscores the increasing intersection between legal services and the digital asset economy in the UAE, a trend expected to continue as regulators, businesses, and legal practitioners work to keep pace with the rapid growth of blockchain-related industries across the Gulf region.
