Dubai advancing in Local Online Services Index

Dubai ranked fifth globally and first in the Arab world in the Local Online Services Index (LOSI) 2022, released by the United Nations as part of its biennial eGovernment survey. The city\’s entry in the world\’s best performing digital governments, receiving a \”Very High\” rating.

The city was also ranked fourth in the technology index. The latest Local Online Services Index ranked digital governments in major cities in 193 countries. Dubai received perfect scores in Institutional Framework, Content Delivery and Service Delivery, placing it at the top of these vital indicators and cementing its reputation as one of the world\’s best digital governments.

This achievement is another unique milestone in the journey started more than two decades ago by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the United Arab Emirates and Ruler of Dubai, to transform the emirate into the digital capital of the world.

Dubai scores in fifth place behind top-ranked Berlin, Madrid, Tallinn and Copenhagen.

The Local Online Services Index 2022 contains 86 indicators across five criteria: institutional framework (8), content provision (25), service provision (18), participation and engagement (17) and technology (18).

The Institutional Framework Index focuses on digital government strategy, organizational structure, access to information and privacy legislation and open data policy, among others. The report highlighted Dubai\’s success in creating Digital Dubai as a model for developing institutional frameworks.

The Content Delivery Index measures the availability of basic public information and resources online. The third index – Service Delivery – focuses on the availability and delivery of government services through digital channels and measures the extent to which these services are efficient, proactive, interactive and able to ensure maximum customer satisfaction.

The technology index focuses on the technical features of online portals that make websites and content easily accessible to customers 24 hours a day. Other relevant sub-indicators such as accessibility, functional capacities, reliability, mobility, visual appeal and compliance with technological standards are also measured during the evaluation process.

The 2022 edition of the Local Online Service Index is in line with the UN Sustainable Development Goals (SDGs), which are based on the assumption that cities are the most important engines of urban growth and that they play a vital role in driving global change. bottom up. Local governments also have a role to play in setting policies to support and manage change, given that most SDGs contain targets that are directly or indirectly related to the day-to-day activities of local and regional governments.

The United Nations Department of Economic and Social Affairs conducted the first integrated assessment of local governments in the UN E-Government Survey 2018, a pilot study containing 60 different indicators limited to just 40 cities, including Dubai. The 2020 edition of the survey has been expanded to include 100 cities and around 80 indicators. The 2022 edition includes cities from all countries of the world and includes a total of 86 indicators.
