Dubai Picks Contractor for $2.7bn Al Maktoum Airport Terminal

Al Maktoum Airport terminal construction contract

Dubai just handed out one of the biggest construction contracts in its history, and it’s for the airport that’s meant to become the busiest in the world. Dubai Aviation Engineering Projects (DAEP) has picked a contractor for an AED10bn ($2.7bn) substructure package at Al Maktoum International airport’s new West Terminal, kicking off the first phase of a $35bn expansion plan.

If you fly often, invest in UAE real estate, or run a business tied to Dubai’s growth story, this is worth paying attention to. The scale of what’s being built here is massive, and it signals just how serious Dubai is about turning Al Maktoum into its primary aviation hub.

Who’s building Dubai’s next mega airport terminal?

The job has gone to a joint venture between China Civil Engineering Construction Corporation (CCECC), based in Beijing, and Tristar Engineering & Construction, based in Abu Dhabi. Together, they’ll handle the substructure work for the West Terminal, the foundational phase that sets up everything built above it.

This isn’t a small building. According to DAEP’s own description, the West Terminal will stretch across 800,000 square metres over seven levels. Once finished, it’s designed to handle 45 million passengers a year on its own. For context, that’s roughly double the entire population of the UAE passing through a single terminal annually.

The West Terminal is the second of three terminals planned for Al Maktoum International, part of a broader $35bn vision to transform the airport into Dubai’s main gateway. Passengers moving between the terminal and the airside won’t be walking it either. A 14-station automated people-mover system, essentially a driverless train network within the airport, will shuttle travellers around. It’s the kind of smart infrastructure that’s becoming standard at the world’s leading mega-hubs, and it fits into the wider push toward tech-driven innovation news shaping how Gulf cities build for the future.

Why this matters for Dubai, the UAE and the wider GCC

Contracts of this size don’t just create a building. They create jobs, supply chain demand, and years of economic activity across construction, engineering, logistics and aviation services. A $2.7bn package is a serious injection into the local and regional construction sector, and it’s only one slice of a much bigger $35bn pie.

It also says something about confidence. Dubai isn’t scaling back its ambitions when it comes to aviation. Al Maktoum International is being positioned to eventually take over as the emirate’s flagship airport, supporting Dubai’s long-term bet that travel, trade and tourism will keep growing across the region.

For businesses in construction, engineering and aviation services across the UAE and GCC, projects like this are a reminder of where the money is flowing. Contractors, suppliers and investors watching Gulf infrastructure spending will likely see this as one of the clearest signals yet that mega-project activity in Dubai is far from slowing down.

As reported by MEED, the contract award marks the start of construction on the terminal’s substructure, with the full West Terminal still to come above it.

What to watch next: how quickly CCECC and Tristar move from substructure work to the main terminal build, and whether DAEP announces contractors for the airport’s other two planned terminals as the $35bn expansion progresses.
