Canada Agreement Sets New Benchmark

UAE Canada CEPA trade agreement

The UAE has concluded a Comprehensive Economic Partnership Agreement (CEPA) with Canada, a deal officials describe as a turning point that will speed up similar trade negotiations with other countries. UAE Minister of Foreign Trade Dr. Thani bin Ahmed Al Zeyoudi said the Canada agreement would act as a template for future partnerships, signalling that Abu Dhabi intends to move more quickly through the technical and diplomatic stages that typically slow such deals.

The agreement with Canada represents one of the UAE’s most significant trade pacts outside its traditional Gulf and Middle Eastern sphere, extending its economic reach into North America. According to a report titled UAE to fast-track CEPA negotiations after historic Canada deal, Al Zeyoudi framed the agreement as proof that the UAE’s negotiating approach can be replicated with other prospective partners, reducing the time typically required to finalise comprehensive trade frameworks.

Diversification Push Gathers Pace

The Canada deal fits into a broader UAE strategy of diversifying trade relationships beyond oil-dependent regional ties, as the country seeks to position itself as a global hub for commerce, logistics and investment. The CEPA programme, launched in recent years, has already produced agreements with a range of economies across Asia, Africa, Europe and the Americas, as the UAE works to lower trade barriers, boost non-oil exports and attract foreign investment into key sectors such as manufacturing, technology and financial services.

Officials view the fast-track approach as a way to capitalise on momentum built through the Canada negotiations, potentially compressing timelines for deals currently under discussion with other trading partners. For businesses operating across the UAE, faster CEPA conclusions could mean quicker access to preferential tariffs, simplified customs procedures and expanded market opportunities, particularly for exporters and companies in logistics, financial services and manufacturing sectors that rely on predictable cross-border trade rules.

The development also carries implications for the wider Gulf region, where the UAE has positioned itself as a frontrunner in trade liberalisation among GCC economies. As other Gulf states watch Abu Dhabi’s CEPA strategy unfold, the pace and success of these agreements could influence how neighbouring economies approach their own bilateral trade frameworks, particularly as GCC nations compete to attract foreign capital and diversify away from hydrocarbon revenues.

While specific timelines for upcoming CEPA negotiations have not been detailed, the minister’s comments suggest further announcements are likely in the coming months as the UAE seeks to build on the Canada framework. The approach underscores Abu Dhabi’s broader ambition to expand its network of trade agreements rapidly, reinforcing its role as a connector between global markets and the wider Middle East and North Africa region.
