Sheikh Hamdan Just Approved AED 18 Billion For Dubai-Here Is What Gets Built

On the second of July 2026, Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence, and Chairman of the Executive Council of Dubai, chaired a meeting at Emirates Towers and approved a package of new government strategies and infrastructure projects worth AED 18 billion. Eighteen billion dirhams – approximately 4.9 billion US dollars – signed off in a single session, covering culture, transport, trade, Emiratisation, urban planning, digital governance, and Islamic finance simultaneously. In most countries, a spending decision of this scale would take years of parliamentary debate. In Dubai, it was a meeting outcome.

Sheikh Hamdan framed the package with the clarity that has come to define his public leadership style. Dubai, he said, now a symbol of ambition and achievement, follows through on its promises and keeps adding new milestones. The initiatives, he added, reflect Dubai’s commitment to planning for future growth while enhancing quality of life and reinforcing the city’s position as a global centre for business, culture, and innovation. These are not empty words backed by a vague plan. They are statements of intent backed by AED 18 billion of committed government capital.

The Dubai Cultural Strategy 2033

The most forward-looking element of the approved package is the Dubai Cultural Strategy 2033, overseen by the Dubai Culture and Arts Authority and built around four pillars. The strategy aims to make Dubai a frontrunner in cultural innovation and collaboration grounded in UAE heritage, a worldwide talent hub, a top destination for creative endeavours, a global standard for preserving cultural heritage, and a worldwide example of social unity. The numbers attached to it are ambitious: support for more than 6,000 local creative talents, attraction of over 6,000 international talents to the city, and a set of 40 initiatives supported by 23 key performance indicators measured against the Dubai Plan 2033 and the Dubai Social Agenda 33.

Key programmes within the strategy include the Dubai Cultural and Creative Innovation Programme, which provides structured support and funding pathways for emerging Emirati and resident artists and cultural entrepreneurs. The UAE Heritage Design Challenge will create a competitive platform for preserving and reimagining traditional design heritage in contemporary contexts. The Future Talents Development Programme targets the next generation of creative professionals, providing mentorship, training, and international exposure at a scale that the city’s cultural sector has not previously attempted.

Roads, Trade, and Digital Governance

Beyond culture, the AED 18 billion package covers infrastructure investments that will shape the physical experience of living and working in Dubai over the next decade. Road development projects targeting congestion relief and connectivity improvements in high-growth residential corridors are included, along with urban planning initiatives that address the spatial challenges of a city adding population faster than almost any other on Earth. Digital governance upgrades will extend Dubai’s already world-leading e-government capabilities into new service areas and deepen integration between different government entities to reduce friction further for residents and businesses.

The trade and Emiratisation components of the package reflect the D33 economic agenda that underpins Dubai’s long-term development plan – growing the private sector, increasing the participation of UAE nationals in the workforce, and diversifying the economic base beyond the sectors that have historically driven growth. Islamic finance initiatives will strengthen Dubai’s position as the global capital of Islamic economy, a designation the city holds firmly and defends actively. For a city that never seems to pause between announcements, AED 18 billion in one morning is, by Dubai’s own extraordinary standards, simply another working day.
