UAE-Benin CEPA Deal to Add $1bn in Exports by 2033

UAE-Benin CEPA trade deal

The UAE just signed a trade deal that’s set to push its exports to Benin past $1 billion by 2033. That’s a big jump for a market many UAE businesses haven’t even considered yet, and it opens fresh doors for exporters, investors and logistics firms watching West Africa.

Dr. Thani bin Ahmed Al Zeyoudi, Minister of Foreign Trade, announced the news after the Comprehensive Economic Partnership Agreement (CEPA) was signed between the UAE and the Republic of Benin on 25th October. Speaking to the Emirates News Agency (WAM), he said the agreement is designed to boost two-way trade in a serious way, not just on paper.

What does this CEPA with Benin actually mean for UAE trade?

CEPA stands for Comprehensive Economic Partnership Agreement. In simple terms, it’s a trade pact that cuts red tape between two countries, lowers tariffs, and makes it easier for businesses on both sides to buy and sell goods. The UAE has been signing these agreements with countries around the world as part of its push to diversify trade beyond oil.

According to Al Zeyoudi, this particular deal is expected to lift UAE exports to Benin by more than $1 billion by 2033. On the flip side, Benin’s exports to the UAE are projected to grow by more than $100 million over the same period. That’s a clear gap, but it reflects where each economy’s strengths lie right now. The UAE sends manufactured goods, machinery and other exports outward, while Benin, a smaller West African economy, sends back raw materials and agricultural products.

The real headline figure, though, is the scope of the deal. Al Zeyoudi said the agreement covers roughly 97% of current trade between the two nations. That’s an unusually high level of liberalisation. It means almost all existing trade flows will see customs tariffs either removed entirely or significantly reduced. For businesses already trading with Benin, that translates into lower costs almost immediately.

Why should investors and entrepreneurs in the UAE and GCC pay attention?

If you run a trading company, manufacturing business, or logistics operation in the UAE, this deal is worth putting on your radar. Lower tariffs mean cheaper access to a new market, and new market access means new customers. Benin may not be a household name for UAE exporters yet, but CEPA deals have a track record of turning quiet markets into active trade corridors once the paperwork is sorted and tariffs drop.

Al Zeyoudi was clear that the goal isn’t just bigger trade numbers. He said the agreement is meant to create new opportunities for trade and investment cooperation between the two countries. That phrase matters. It suggests this isn’t only about shipping more goods back and forth, but about UAE companies potentially setting up operations, partnerships, or investment projects in Benin, and vice versa.

For GCC investors watching Africa as a growth region, this fits a pattern. The UAE has been steadily building trade and investment bridges across the continent, and each new CEPA adds another country to that network. Businesses that get in early on these corridors, before competitors notice the opportunity, often end up with a real head start. Readers who follow investment news out of the UAE will recognise this strategy: sign the deal first, then let trade volumes and business interest follow naturally as tariffs come down and logistics improve.

There’s also a timing angle worth noting. The 2033 target gives businesses on both sides nearly a decade to build relationships, set up supply chains and test the market. That’s a long runway, which means there’s no need to rush, but it also means early movers have time to establish themselves before the market gets crowded.

What happens next will depend on how quickly both governments implement the tariff cuts and how fast businesses respond. Trade agreements only deliver results when companies actually use them, so the real test over the coming months will be whether UAE exporters start exploring Benin as a serious destination, and whether Benin-based businesses find it easier to sell into the UAE. For now, as reported by WAM, the framework is in place, and the numbers Al Zeyoudi shared give both sides a clear target to work toward by 2033.
