Dubai’s DIFC Gets Chipperfield-Designed Water Gardens by 2028

DIFC Water Gardens Dubai

Dubai just got another reason to watch its skyline. Developer H&H has unveiled Water Gardens, a new four-building mixed-use project inside the Dubai International Financial Centre, and it’s shaping up to be one of the most talked-about additions to the district in years.

The project will bring together luxury homes, five-star hotels, Grade A offices and retail space, all wrapped around landscaped gardens, water features and pedestrian walkways. Completion is set for 2028, and construction has already started.

Why DIFC’s new project has Dubai real estate watchers talking

Here’s what makes this one stand out: it’s designed by Sir David Chipperfield, the Pritzker Prize-winning architect. That’s architecture’s equivalent of a Nobel Prize, so his involvement alone puts Water Gardens on a different level from a typical commercial launch.

Water Gardens also marks one of the final pieces of DIFC’s original Gate District masterplan. For anyone tracking emirates news on property and business hubs, that’s a meaningful milestone. DIFC has grown into the region’s leading financial centre, and filling out its last remaining development slots signals the district is close to reaching the full vision it was designed around years ago.

The office component is a big part of the story too. Water Gardens will deliver 21,965 square metres of Grade A net leasable office space. That includes three floors of micro-suites, aimed at smaller firms or teams that don’t need a full floor, plus larger formats for bigger companies. For businesses eyeing a DIFC address, that mix of office sizes could open the door to tenants who previously found the district out of reach.

What this means for residents, investors and businesses in the UAE

Beyond offices, the development folds in residential towers, hospitality and dining, all built around a pedestrian-friendly layout. That’s a shift many UAE developments have leaned into lately: less about isolated towers, more about creating a walkable neighbourhood where you can live, work and unwind without needing a car for every errand.

For investors, a project tied to a globally recognised architect and anchored in one of Dubai’s most established financial districts tends to carry strong long-term appeal. DIFC already hosts banks, hedge funds, law firms and fintech companies from around the world, so demand for premium office and residential space in the area has stayed resilient. Adding luxury residences and five-star hospitality into that mix broadens who the project can attract, from finance professionals relocating to Dubai to high-net-worth buyers looking for a home close to where the region’s deals get made.

Businesses considering DIFC as a base will also want to note the timeline. With completion scheduled for 2028, companies planning multi-year expansion strategies have a concrete date to work with when deciding whether to wait for new Grade A space or lock in current options elsewhere in Dubai.

It’s also worth remembering this isn’t happening in isolation. DIFC has steadily added residential and hospitality elements to what used to be a purely commercial zone, reflecting a broader pattern across Dubai’s business districts: mixing work, living and leisure in one place rather than spreading them across the city. Water Gardens looks like the latest, and possibly most architecturally ambitious, example of that trend.

According to Arabian Business, construction is already underway on the site, which sits within DIFC’s Gate District. That puts it in one of the most central and recognisable parts of the financial centre, rather than on its outer edges.

What to watch next: details on pricing, specific residential unit counts and which hotel operator will run the five-star hospitality component haven’t been released yet. As DIFC’s Gate District nears completion, expect more announcements on leasing and sales as the 2028 deadline approaches.
