UAE AI Models: Closed vs Open-Source Implications

DUBAI — As UAE-based enterprises accelerate AI adoption under the National Strategy for Artificial Intelligence 2031, a growing debate over the definitions of closed, open-source and open-weight AI models carries direct implications for procurement decisions across Abu Dhabi and Dubai’s technology sector. The distinction, increasingly scrutinised by researchers, determines how much control regional firms retain over the systems they deploy.

Why the Terminology Matters for Gulf Buyers

Closed models, such as those from OpenAI and Anthropic, restrict access to underlying code and training data, requiring users to interact through paid APIs. Open-weight models release the trained parameters — allowing organisations to run and fine-tune systems locally — without disclosing training data or full methodology. True open-source AI, a rarer category, publishes code, weights and training data, enabling full auditability. Abu Dhabi’s Technology Innovation Institute has positioned its Falcon family of models as open-weight releases, giving UAE developers a homegrown alternative to US and Chinese systems and reducing dependency on foreign API providers for sensitive government and financial-sector workloads.

A recent Mozilla-backed report found open-source and open-weight models now approach the performance of proprietary systems on many benchmarks while costing a fraction to run — a finding relevant to UAE firms weighing infrastructure spending against subscription-based AI services from US hyperscalers.

Implications for UAE Investors and Founders

For Dubai and Abu Dhabi investors, the shift toward open-weight models lowers barriers to building AI-native startups without licensing costly proprietary infrastructure. Founders can fine-tune open-weight systems on regional Arabic-language datasets or sector-specific data — banking, logistics, healthcare — while retaining intellectual property and data-residency compliance required under UAE regulations. However, data cited by tech-insider.org showing open-source AI accounts for 33% of enterprise use but just 4% of industry revenue suggests monetisation remains a challenge, a factor sovereign wealth-backed venture arms such as Mubadala Capital and ADQ are weighing in due diligence.

As regulators in Abu Dhabi Global Market and Dubai International Financial Centre draft AI governance frameworks, understanding whether a vendor’s model is closed, open-weight or fully open-source will increasingly factor into compliance audits, procurement contracts and cybersecurity assessments across the UAE’s expanding AI ecosystem.
